Kelvin is able to dome the urn without the urn freezing?

Kelvin is basically able to run up to the urn, drop the urn and then click four pick it back up and turn the urn in, shouldn't the objective be frozen like every other objective in the game, also, there is very little counter play to this play style, or he can follow a teammate and clicking 4 and there's no way of interrupting the urn.
