Ivy Urn Flying at Uncapped Speed. Intentional or not?

Ivy urn flying has been a topic of debate in the high tier community with certain TOs starting to ban it in EU (1win) but NA is fine with it (DFN). Faceit in NA also has it banned. The topic of contention is not the flying itself but the speed at which it is able to go (Also the same for viscous ball).

Is this the intended speed or is it faster than its supposed to be?
