Ivy does not have a movespeed penalty when attacking.

Is this intended? There's nothing that specifies this would be the case.

It's a sizable advantage for her.

Fleetfoot removes the movement speed penalty while shooting. I am pretty sure, Ivy has a movement speed penalty otherwise.

She doesn't. You can go check in sandbox mode (or in game). No items. No movespeed penalty.

Yeah, after testing it. It seems that she doesn't have movespeed penalty while shooting.
