When you say sabotage, do you mean specifically that enemies would not be able to use rails? I could see something like this being an incentive in someone ways, for instance the third mid-boss kill of the game disables rails for enemies. Do you imagine this being a spirit item? What would be some stats the item would have in your mind?
If this was an item, I would imagine, as you said it would likely need to be expensive and/or have a high cooldown and maybe only disable one lane for the enemy team, probably the one that is pushed against you furthest.
Wondering if you could have an item that causes an extra wave of creeps spawning that do not give souls to push out waves (souls are obtained briefly from these waves due to the active effect) as a pseudo-glyph mechanic from Dota to allow a team behind to catch up.
