Item: SpellCounter

A snitch-fast target-and-fire projectile (Curse moves to T3, which de-crowds) applies a debuff that gets consumed instead of the effect of the next item or spell a victim activates going through. Allies' stack & the cooldown is shared with the cancelled item/spell. This debuff would need a loud tell on a unique color (such as the hot pink Sinclair's sitting on)
 
Maybe a 10s deductible + four-thirds scaling on the reciprocal cooldown

Stopwatch & stopclock both fine names. JammerJar/JamJar is fun. Demagicator

Best fantasy I see is still Jambug, a Mirage-scarab-ish projectile released from a large jar one pulls from their pocket & opens. But denying a full cooldown would be too heavy (even at T4) against those balanced like Dynamo, so here's a more fair T3 version in Silence Glyph's (that can take a self-centered area of effect & go to T4 or lose its stats & go to T2) spot:

+4 Spirit Power, +10% Bullet Resist, +0.5 Sprint Speed
Active, 35m, 90s: Target an enemy to deny the next ability they use or item they activate, instead putting it on a short cooldown (6s cooldown applied, 8s duration)



PS The least Curse can do is apply itself instantly (Draw a spooky line on the ground between the activator & their target. Would be worth every nerf)
