For characters with large bullet spread or shotguns, an item that reduces their spread at long distances could be interesting. IDK how it would turn out competitively speaking, but it seems plausible/interesting.

How about an active item on spirit, T2, that when activated, causes your next bullets to be 95% slower, does 50% bullet damage, but does 12% spirit damage for every bullet, and gain a decently homing shot, similar to Hivehand from Half Life, except it is slower in how it homes (so you can dodge by strafing using geometry), for the next 5 seconds, with a 30s cooldown? It could be called "Para-shot" or something like that. You know, with parasite themes. Or hive. The bullets will try to seek the head.

P.S: The homing can be tricked to redirect to another ally! They will continue until they collide with with a surface (got to be careful if one codes it, the paradox wall ends up eating the bullets!)

Also: For bebop, his laser will hit the closest thing to him, provide it is in within a cone of his weapon, going up to his weapon range. If the laser is in the lock in cone, and the shortest distance to any part of the target's body ends up on the head, then it will count as headshot damage (because it is zipping to the closest part of the body, the head).
