Item Idea - Substantiation - Anti Parry Active Item

This is an idea for an anti parry item with some mind games attached

Right now when you are trying to melee someone with parry you essentially just try to bait a parry by using a heavy melee attack going wide to avoid the parry, but doing this is a little awkward as it requires quickly moving to the side away from the enemy keeping you in a neutral state, especially since the Parry cooldown is quick enough that the enemy will likely be able to parry the second heavy melee hit you do, especially in an one on one situation.

So like some other games (In my mind Killer Instinct 2013 with their counter breaker mechanic) I suggest something that can help players who want to go heavier into melee with something other than damage.

Active Item:
Tentatively a Tier 2 or Tier 3 item possibly upgraded from melee charge
When activated, will make your next heavy melee attack punch through a parry and disable the hit characters ability to parry for a duration slightly longer than the normal parry cooldown. However if the character using this item is hit with any melee attack before hitting the enemy, they will be stunned for a similar period of time as being parried.

I believe this will create more strategy for players who want to lean more into melee and give them more options to enable melee attacks especially with the newer items that enhance parrying, while still giving opposing players an option to deal with players using this item.

There exists an item to help bait parries. Fleetfoot. Activate it while in the middle of a heavy melee to cancel the melee. If you continue to hold Melee, you'll finish the Heavy melee just after their parry window ends. There are a number of other items that can be used to Melee Cancel as well (such as Colossus).

While I appreciate the desire to punish people who try to parry you (I really do), the system already rewards successfully baiting out a parry very effectively and I'm no longer sold on the need to have a way to out do people investing in melee counter items.

Also, Parry Cooldown is 4 seconds. This means that on a successful baited parry you have time for 2 Heavy Melees before they can parry again. This Cooldown is reduced by 2 seconds by them picking up the Rebuttal item.

The one thing I think could be of value is an item that extends Parry Cooldown if it is already on CD (maybe by 1s for a heavy Melee). This would make Rebuttal less of a Hard counter to any and all melee builds.
