Item idea: Kinetic Dash

Kinetic Dash is already a very strong T2 item. I'm not certain it really needs a T4 upgrade. Most builds refuse to sell it, even when they run out of space for other items.

That said, I think the only real T4 upgrade I would consider for Kinetic Dash and/or Arcane Surge would be something combining the 2 effects. While picking up both can often be really useful for certain hero builds (Such as Abrams Wizard builds), having both sucks up a bunch of slots and makes it hard to fit other stronger items in.

I'll also point out that, while upgrading K Dash is nice for Weapon Investment, this upgrade doesn't really present any new ideas nor present anything that makes the effect substantially more appealing over just regular K dash.

While it doesn't bring any new effects, it doubles the current effects of K Dash.

However, an interesting new effect would be that it doesn't consume stamina during the dash jump, as it did before the nerf.
