Plenty of gun builds can just stream 250% of their ammo clip with Fleetfoot, perhaps add a condition to be standing to this item? Then it could have its own place.

There actually was a very similar item in the game files called Belt-fed Magazine I think. From what I know it was a Neon Prime item so it has definitely been tested already.
Only difference between Belt-Fed Mag and this item is that Belt-Fed Mag started you with less firerate and required chargeup
