It takes 3-4 minutes to load into a lobby - every lobby.

Sorry if this does not belong here - but it feels like its the only place where I can place it.

I can boot this game up fine and I play it and run it flawlessly with 100+ frames in game at max settings at 1440p but it takes 3-4 minutes to load into the lobby of EVERY game. Bot matches are slightly faster but its still noticeably slow to load.

Im running a i7 9700k , 3090, 32gb of GDDR4 ram and I only have m.2 SSD's on my computer and have tried installing the game on both the C drive and the other drive to see the fit. I also have gigabit internet and I have updated all of my drivers.

I dont know what else to do or check at this point. Any help would be great. Really fun game and ive been playing Valve games since 1999 so I know Valve has had a reputation of optimization with their titles.
 
Using Vulkan or DX11? Using any launch options for the game?
DX11 from what I remember. I never changed anything from the settings outside of maybe turning on Vsync to try to see if thats the problem.

Not sure where I can find launch options - i never touched anything regarding this. If I should though, im open to hearing about it.
 
If you haven't modified them then they are default which is fine. If it were me I'd look to see what is going on in the Console Output (F7). Can have it open before joining a game and look for messages in there during / after loading in. Perhaps there is something that will help diagnose the issue.

There are some other technical tricks you could use to try to identify what the game is doing for all that time as well.

My computer has worse specs than yours and I load into games in about 7 seconds so there is definitely something strange happening. Does it happen when 'watching' a game?

Ive never tried watching a game so ill give it a go and let you know. Ill check out that console output as well.

So I got these kind of readings while waiting for a match lobby. Sometimes it would have alot more of that connection / Steam networking sockets before I can actually get in the match.

I don't see anything super obvious there to help diagnose the issue. This is the first I've heard of this issue so it is pretty niche. You've already tried re-installing but I'd re-check all the regular stuff, like verifying game files and then, if that finds nothing, doing various system benchmarks to see if there is some obvious system-wide issue.
