Is the game suppose to struggle with a HDD?

I'm using a 1TB 3.5" TOSHIBA HDD with the game installed on there, the game struggles to keep a proper FPS for the first 20 seconds and continues to slightly struggle afterwards.
If anything, here are my other specs:
GPU: MSI RTX 3050 8GB
CPU: intel i5-11400f
RAM: 8 GB
