Invite system not reporting to steam

The feature to send invites is not working or reporting to steam. I am trying to invite family to play the game with me but the system is reporting that an invite has already been sent, and will not let me try again.

When we go to review his account and see if there is and invite, there is not. It is not in our e-mail or spam folders.
This menu should be showing the invite, but it does not.
