Intense Jitter/lag

I have good internet and a good pc but I will still get jitters and lag regaurdless. The game says I have low ping but my screen will freeze. I have tried clearing my network cache, changing my mac address, switching up my dns, reseting my network adapter, reinstalling the game, making a new windows profile, restarting my router/modem, only using ipv4, using a vpn which kind of worked (instead of jitters I got highping and latency as to be expected) and a few other random things. Please if anyone has a solution tell me.

its similiar but sometimes instead of strait up freezes ill have freezes that have charectors and animations move in place and it doesnt happen in single player. Just restarting the game doesnt seem to work.
