Insane random frame drop for everyone in server

The games framerate dropped as if it was capped at 20 fps for around 1 minute for what I assume was the entire server as both my friend (Paradox), viscous and I confirmed it.

I had this happen to me in a game a while ago. I was solo laneing and me and the enemy both basically just had to sit on our guardian because it was unplayable for a good 45~ seconds.
