Insane performance drop caused by screen effects

In my last match, i noticed that the DoT from Pocket’s ult, in addition to hurting real bad, also drops my FPS by close to 30%. It is not related to the animation, it’s the on-screen effect (green borders on the HUD). Attached is a clip showcasing my FPS going from 270 to 200 while suffering from the DoT, then immediately going back up to 270 once the screen effects go away. I have also uploaded this clip to Youtube:
My GPU is a 9070xt, my CPU is a 9800x3D, and i set my graphic options to the minimum, except for resolution and textures.

Not many spells have screen effects, but this problem also affects Apollo ult (while aiming) and Grey Talon ult (while guiding the Owl), which to me serves as confirmation that screen effects are the cause. Then, there is one effect that does not drop performance as much, but is for sure the most common: the low health "screen blood" you get when close to dying. In my tests, it costs me close to 15% of my FPS.

Not sure this is the correct part of the forum to post this, but it most certainly feels like a bug, there is no reason a screen effect should cost so much performance. If anyone knows a launch option or gameinfo.gi edit that disables them, please share.
