Insane net-jitter causing some sort of memory leak that keeps degrading the games performance

At first I didnt mind the stutters at all since maybe I thought it would go away but the net jitters and freezes kept disrupting everything I do. I don't know whats causing it but when I checked task manager there was an insane amount of ram being used.
It got so bad that I even turned my render settings to the lowest yet I still get this stutters. Even when I restarted the same thing still happened after a couple of minutes.

66579368 this was a recent match I played and honestly I felt bad for my team

My specs are listed below.

Ryzen 7 5700x
MSI DDR4 32 3600Mhz
Amd Rx 6700xt
Samsung Evo 1tb ssd
 
I'm not sure if this is the same bug or not, but either last time or 2nd last time I played I had several matches in a row where my ping was 150+ as if I connected to a very bad US east coast server despite being in EU region. I restarted my game and several other things thinking it was my net somehow.

Then, it 'fixed' itself with normal ping for several matches. The first normal ping match there was an Apollo on the enemy team that all chatted 'is the game acting weird for anyone else?'. Which is a vague question ofc, thus asking for clarification led him to describe ping and d/c issues for several people in his previous matches (I never experienced d/c issues myself, just ping).

So, while not certain, seems to be related?
 
Might likely be the case but personally I think the routing on the servers for standard matches are a bit broken or maybe the Tokyo and SG servers are just that bad as people say
 
Ok I can confirm that I am specifically getting net jitter as shown in the top-right of the game UI. The net jitter can be 60+, taking my ping over 100 & I noticed even in 150+ at times when sub 60 is normal and sub 40 common. I just played several street brawls (which I do as warmup anyway if I do play standard mode) & my last match was as Billy.

Yeah, sometimes you get parried and I accept that, but I was getting parried THEN my client would show the enemy parry waaaay later than usual. By 'way later" I mean in context of how reflexive the game feels with regular non-net jitter parries. I'm not saying 5 whole seconds later, but I was on the ground stunned for a good few milliseconds before my screen showed them parrying which is nothing like good ping with no jitter.

And by no means am I complaining about the parries themselves: good on the enemies for getting some parries in; I am specifically complaining (& yeah, at this point I am annoyed about that Billy match to call this post a complaint) that i felt how late the parry animations were compared to me already being stunned on the ground.

The few previous SB matches I had this play session were with non-close range heroes so the jitter wasn't unfun on them, but feels bad that 'if this net jitter active, cannot have fun on my Billy". I love my Billy!

Game feedback being late is like watching a movie with lips desynced to dialogue: you can't focus on anything else & it ruins the whole experience. Only started in recent play sessions, never have I experienced it before. Something is 100% wrong with the game (or game servers?) here.

edit: also consider that when an enemy did miss a parry, I had less time than usual to take advantage of it due to the described experience. A further annoyance that match.

Joined the forum just to boost topic on optimization/net jitter. Just had two unplayable games due to this with jitter that has never happened before.

Specs are CPU: Ryzen 5 3600, GPU: 1660 Super, Ram: 3200 16gb. Usually 60 ping but when the game stutters everything freezes as the character stutters around.

game is fun but as of now it is very unoptimized
