Inputs dropped if "Allow Canceling Abilities with the Ability Key" is enabled

Enabling the Allow Canceling Abilities with the Ability Key setting makes the game drop ability inputs if the player is tapping the button fast enough.

This seems to only happen for abilities that have a cast time even if the cast time is very low and the ability can't be cancelled normally.

For example Mirage's Fire Scarabs will not use all the charges if the player keeps spamming the button fast enough. Doorman's Call Bell however does always work. The only difference I found between these abilities is that Call Bell has 0s cast time while Fire Scarabs has 0.05s cast time.
