"cancel abilities with ability key" adds a rate limit to your abilities and nothing else

this is already base functionality, however, if this is enabled you're unable to spam an ability key too fast, it will make the ability unusable until you stop spamming. I was wondering why I had to press keys slowly for a long time until I realised this feature was the culprit, and that disabling it had no impact on my game
