Inexorable Relic - an expensive yet useful counter to silencing crucial abilities

This would be too overpowered, even if you limited it to non-Ultimate abilities, like with Echo Shard. Any player who buys this and imbues it in their hero's escape/CC ability (Ivy's Stone Form, Seven's Static Charge, Mirage's Tornado, etc) would effectively gain a "get out of jail free card" for many CC scenarios. Also, countering Silence (or CC broadly) is already the point of Unstoppable, which is a T4.
