Using it, it should give you extra 9% of your life on spirit damage, that isn't hapening no matter how much life you have (with no hero, with more than 130 spirit damage like yamato or any other ability from other hero that has scalated with spirit items).

pretty sure it's 9% of *their* life, once every 5 seconds from any source that could trigger it

it looks like it's working to me
the training dummy has higher health so improved burst does even more damage to it
