If the list has been scrolled further than ~halfway down the list (seemingly a threshold value), the first click (left or right) anywhere in the menu frame below the "HOTKEYS" header causes the list to scroll back up to that threshold value, and does not enable a bind's key capture if its name or key slot was being hovered.
The threshold value for the scrollback seems to almost always be ~50%, but will randomly be ~75% for unknown reasons.
This behaviour typically only occurs once per settings-menu session. However it seems to rarely trigger a second time under unknown conditions.
Possibly relevant settings: fullscreen window mode, 1440p main monitor (with 4K secondary), 100% render quality
