Billy isn't horrible, the issue is he is quicker than most heroes in general. All his animations abilities, even light melee, are literally like .75 to 1.25s fast than all other heroes. So, his hit timing is completely different than most other heroes making him appear really fast and that much harder to parry and defend against. They just need to slow down his animation speeds slightly and he'll fall in line with all other heroes. There is a whole video on YT or somewhere I watched about it.

I play billy, slowing hex does nothing when he is still very fast with it and you can still ult and pull people back to you. This is just a self expose really
