A consistent way to replicate this (shown in the clip above) is: buy fleetfoot and melee charge first, then jump and double jump (you need a certain amount of height for it to happen), and then Heavy Melee Cancel (Heavy Melee -> Fleetfoot) for speed, slide when you land, and place a jump pad or barrel while sliding.
