First clip shows the pads placed over an edge blocking the zipline up. Seems like when you use a bounce pad whilst on the zipline (right as it despawns), you end up grabbing an invisible zipline. (I've redone this a few times and it's sometimes in different ways, sometimes fast up and down the zip, other times slow like this).
I get these issues trying to place the bounce pads when on elevated platforms all the time. Hopefully there can be a change or fix implemented.
Second clip is just placing them in mid air when you stand on a guardian which has been around for a while but is still weird.

As a solution, maybe "throw" the jump pads to the ground/surface? (IT is notable here that you can currently also place jump pads sidewards on walls and towers etc which is also fairly weird) I would love to be able to predict where the placement would go a bunch easier so I can more reliably slide into them, especially when on an elevated platform.
