Heroes visible through Cosmic Veil - compilation

Context:

There are six heroes partially visible through Cosmic Veil at all times. Rem's visibility depends on the amount of ammo he has in his candle (less ammo - less bright lighting), and Graves' lightsource pulsates.

They are all more visible while in shadow weave detect range in the same ways in which they are visible through Veil.

I also want to mention that Billy is visible while Blasted. This may not be a bug since many abilities also are, but the inconsistency with abilities' visibility is interesting (for example, Paige shield is visible through veil while Warden's isn't.) Maybe this should be looked into? I'm not certain what exactly Veil is supposed to conceal game design-wise.

Sorry if this counts as a duplicate. There have been previous reports about both behaviours for some of the characters, but they weren't systematic and mostly referred to their Shadow Weave visibility. I also believe the issues that stem from this (mainly wrt mod usage) could make changes more urgent.

About game modification issues:

For the characters whose lighting is visible through veil, if lighting is disabled through gameinfo modification (I'm unsure about which commands exactly do this, but some potato configs do), they are not visible.

I apologise for snitching but certain skin mods make whole characters visible through Veil, like Omegamon Bebop (662145 on Gamebanana) which could be a competitive integrity issue? I assume they're modelled in the same way Silver gun is modelled or something like this?

About Testing Method:

I validated my game files before testing, so the gameinfo and settings should be vanilla. I've tried to position all the bots at about the same distance from Veil (the behaviour is definitely not due to them being right next to it, as someone tried to reason in one of the other bug reports).
The characters with visible models seem less noticable while standing still due to veil visual distortion, but I've never failed to spot them moving around or zooming in. (I had to redo the venator photo because the screenshot showed only a smudge)
Though the behaviour was tested for some of them in practice matches too (e.g. Apollo), these screenshots are from Explore NYC and hideout.
I'll provide examples in tables. For things like visible weapon models you might have to zoom in to see the characters.
