I used to sit there regularly but as soon as I fell outside of 20 games over 30 days, I got dropped. Having played twice games as that afterwards, I still wasn't able to reappear for several weeks. And I also see that the list of players ranked on less popular heroes is likewise declining (which further supports that this is a bug).
