Hero Idea: Prohibition

With the 1920s theme/aesthetic in mind I'd like to see an area denial specialist hero named Prohibition. Something between Infernus and Mcginnis that can "prohibit" an area for a considerable amount of time with with a damage over time aoe "puddle" that sticks around for a while before slowly decreasing in size. This would be a strong last line of defense hero that can discourage a team snoballing down one lane. A molotov cocktail weapon would be make sense for this aesthetic and could be implemented from CS2. Other ideas for his kit include oil slick aoes that send opponents sliding into the last direction they were traveling in (on its own just a slow down, but could be ignited by other team mates), and other throwable bottles that function like the mad milk (from TF2) to create team synergy. I'll leave his design up to the artists, but I will say this game is lacking on scally caps so that might be something to consider.
