[Hero Concept with a New Status Effect] The Flea Swarm

Character Model: If you watch Bojack Horseman you should know who Vincent Adultman is. It's that but for this hero, it's not human kid but 3 raccoons on top of each other and is wearing a trench coat. They have stilts and make shift arm that's control by the fleas! Are those raccoons sentient? Absolutely Not! It's those flea swarm that is sentient. Killing this hero will make those raccoons run, flea and abandon the stilts and trenchcoat.

Weapon: The infestator.
It's basically ball of fleas thrown. It deals damage on a small AoE just like Yamato's alternate fire mode. Getting damage from this will get you a new status effect which is INFESTED! Successfully hitting a light melee or a heavy melee will trigger that status effect too. I'm thinking raccoons will have to scratch for the animation reload of this weapon. It doesn't have an alternate fire mode but when you right click it will trigger Infestation explosion.

The main mechanic: INFESTED!
Instead of taking damage it makes their HP reserved. What do I mean by that? If a hero takes 50 damage from the infestator after the damage calculation. That 50 damage won't be subtracted to the enemy hero HP instantly. That 50 damage will be muted or unusable for damage calculation or heal calculation. So let's say that the enemy hero has 1000 Max HP. After taking that 50 damage from the infestator his HP will be 950. Regardless how many heal you do it's going to be 950 but still the enemy hero's max HP is at 1000. The enemy hero will regain that once the duration ended or The Flea Swarm activate Infestation Explosion which will trigger it to subtract that 50 reserved HP as damage. What happens if the enemy hero has only the reserved HP left? Then that hero won't die. Again the Max HP is 1000. Get it? Good. Also this reserved and duration of this effect is stackable if the enemy hit by the infestator again. This thing works only on heroes. Non-hero targets damage normally.
Duration: 1 second. The duration will add another 0.5 sec if get hit again by the infestator or by infestation explosion.

Infestation Explosion
Ends INFESTED! duration and deals explosion to nearby enemies. Enemy heroes caught in this explosion will get the INFESTED! as well. Right click to activate

Ability 1: Infesting Touch!
Imbued the flea swarm's fist with fleas that grants +100 spirit damage for light melee or +300 spirit damage for heavy melee. It last for 2 light melee hits or 1 heavy melee hit. Enemies hit with melee while this buff is still on will get them the INFESTED! for 3.5 seconds.
Duration: 20 seconds.

Ability 2: The Swarm's Legs
Passive: Stamina recovery is increased.
Active: Dash and Dash Jumps consume HP instead of stamina
HP damage: 275 HP instead of 1 stamina bar
Duration: 10 seconds
Note: Yes you can kill yourself using this!

Ability 3: Greater Infestation!
Passive: Infestation Explosion heals the swarm
Note: 95% of the damage is going to heal.

Ult: Spread the Swarm!
Those 3 raccoons will latch into random nearby enemy heroes and increased their fire rate and spirit damage at the expense of being slowed and getting the INFESTED! 1 raccoon will deal 100 INFESTED damage (HP reserved), 2.5 second INFESTED! duration, -15% move speed, +15% increased fire rate and spirit damage. The effect is stackable!
Duration: 5 seconds. Activating Infestation Explosion ends the duration.


NOTE:
I'm aiming for INFESTED! to be like a specific hero debuffs like Pocket's affliction and numbers can be tweak.
