Design: A foreign operative that controls shadows. Preferably French (maybe change the name to Phantom). He can use Raven model/lore as well, however I would like to see Raven more as a brawler (check out my Raven conept)
Gun: Silencer Pistol, 3 shot bursts
1. Mirror Shard (30s CD)
Throws a mirror shard that deals 100 + 0.7 damage and creates a copy of the target that automatically shoots the enemy. The copy does not move and deals damage based on Spectre's Spirit.
Copy DPS 50 + 1
Copy duration: 10s
[Terrorblade reflection + McGinnis Turret]
[Uses target's gun. Abrams copy will shotgun enemies and won't be effective long range. Wraith will be much better for long range.]
[Copy has reload]
[Copy attack speed is based on Targets default attack speed. Copy is not affected by items. including allied heroic aura]
T1: +30 damage on hit
T2: +30% slow 5s duration
T3: -10s CD, +10s Duration
2. Shadow Step (25s CD)
Create a shadow at your location and start controlling it. Shadow is completely invisible, cannot use abilities or attack. After 5 seconds, teleport to Shadow's location. The shadow Sprints and gains 10% bonus move speed.

[While the player controls the shadow, the hero stands at his location. Just like when Grey Talon casts Spirit Owl. He can be shot at, punched and so on]
T1: On cast restore 1 stamina
T2: Deal 100 + 1.1 Spirit damage to passing enemies [can't deal damage twice to the same enemy per cast] [Weaver's Shikuchi]
T3: -10s CD
3. Dense Fog
Passive: When Spectre is not moving, create growing cloud of fog around him. After 1 second, Spectre hitbox will be placed in a random part of the fog. Gain up to 20% Spirit resist.
Active, 70s CD: Instantly create maximum sized fog.
Fog radius: 5m
Time before maximum effects: 3s
[The hitbox is not visible through the fog, enemies have to guess]
[Spectre shoots from the center of the fog, just where his real model is]
[Hero target abilities use the center of the fog as well]
[Hitbox stops moving if there is at least one enemy hero within the fog]
[When Spectre moves, he starts gradually lose fog size, so he can slightly move]
[The ability helps the hero to make ambushes, he just needs to be stuck in a place for a little while]
T1: +20% Spirit Resist
T2: Up to 50% bonus attack and reload speed
T3: Allies gain half of the bonuses within the fog
4. Deadshot (charged, 2 charge, 50s CD, 5s CD between charges)
Select a location and make a shot from that location. The target is teleported 3m away from the shot.
Can cast Mirror Shard (ability 1) while aiming.
200 + 1.5 damage
[Area selection has same rules as Viscous' Puddle Punch]
[Can aim up to 5s, even after the shot]
[Has no range limit]
[Just as with ability 2, the hero model still stands idle, just like Grey Talon's Spirit Owl. So if you aim too long you can get punished for it]
[The location where he is aiming is visible for the enemies]
T1: +1 Charge
T2: 100% Slow for 2s
T3: Stuns for 1 second
