Firearm: Oxana wields a powerful, slow shooting, six shot revolver. The lack of ammunition (which can be increased by purchasing increased ammo capacity) is compensated by having a base damage of 50 during round start.

1: Multidimensional Strike

Cooldown: 25 Seconds

Charge for 1.5 seconds, being unable to fire while doing so. Once charged, the first bullet you fire will instantly teleport 20 meters in the direction you are aiming, or closer, and deal a bonus 150 spirit damage if the target is within the teleport range of the bullet. If the target is outside it, the bullet travels as normal, accounting for time and bullet drop.

Level 1: + 5 meter reach, +50 damage
Level 2: -10 second cooldown
Level 3: Adds a 1.5 second stun to the bullet if it hits the target within teleport range

2: Temporal Assistant

Cooldown: 45 Seconds

Throw a card at any surface, other than the floor, to summon a portal. An assistant within the portal will throw two objects at the nearest opponent within a 45 degree cone, dealing 100 Spirit damage each object in a 2 meter radius.

Level 1: -15 second cooldown
Level 2: +60 damage
Level 3: +2 objects thrown

3: Quickdraw

Cooldown: 30 Seconds

Empty your magazine, firing each bullet perfectly at a chosen target within 15 meters, with a 25% headshot chance. Targets can be chosen by dealing damage to them. If more than one target is chosen, fire at the next target each shot, cycling through every selected opponent. Gain +200% Fire Rate when using the ability.

Level 1: +50% Fire Rate
Level 2: +25% Headshot chance, +5 meter radius
Level 3: Apply a 40% slow to every target hit

4: Second Chance

Cooldown: 110 Seconds

Channel for 0.5 seconds, causing every ally and opponent, along with, minions, denizens, guardians, walkers, patrons, and bosses to be reset to the same location, cooldown, and health they had 5 seconds ago.
Level 1: -30 Second Cooldown
Level 2: +2 Seconds Rewind
Level 3: +500 Bullet and Spirit Shield for 10 seconds
 
I genuinely can't tell if this is broken or perfectly balanced.

Because on one end, the only reason why a character like Abram is still good at farming is because he can still cs while reloading.

But with this character's crazy dps with bullets, that would seem a bit broken if they get the best of both worlds by having crazy dmg output while still being able to properly farm.

Also the ult would literally break the game lol. If the devs could actually pull that off, that would be impressive. But it's already technically impressive what games like LoL can do with Ekko and always keeping a track of his positioning....to do that with 12 players, minions, towers and CONSTANTLY having a 5 second memory on everything? Yeahhhhhhhh that's going to be tough.

Realistically if this was to be inserted into the game, it would probably just stick to Oxana
 
Time and Space hero, huh? I like it. I'll focus on the two parts I'm most interested in, but generally the gun is a bit harder to use without ammo manipulation and the upgrades are very simple. Also I had a past concept with a gun like that, but I scrapped it.

3: Quickdraw
If it works how I think it does, this might genuinely burst out some heroes with even just average investment. Does it suffer from damage fall off while doing this?

4: Second Chance
This was actually almost implemented in League of Legends with their own time-focused hero, Ekko. It got scrapped for performance issues and just generally making life miserable for everyone that wasn't that character. If you're really attached to a mass rewind, it might need to be limited to an area around you, just you and nearby heroes, or just you, making it a risk-mitigation or emergency ability. I still like it, though.
 
Thank you everyone for the feedback!! I'll take everything into account and create an updated version, especially with the ult as performance can be a huge issue with it haha. Will post!

In regards to Oxana's 3, it'll have a maximum base range of 15 meters, and won't ignore any shields / resist for the bullets and any bullet procs it applies. It's sort of like a haze ultimate, but being much shorter and only aimed at selected targets within the area other than everyone, sort of like those gunslinger videos you'd see on youtube haha

About her 4, I think it would be best to be able to rewind time for more than one enemy (I did 2 in my most recent update), but I can see where you're coming from! I based the ability off a very old game I used to play (Ur Quan Masters), which included an ability similar to this. Wouldn't be doable nowadays with the amount of assets needed to be moved around. Ty for your feedback :D
