Fat Scout
Description: Equipped with a Shotgun, Fat Scout aims to close the gab with their opponents to land all pellets from his weapon. This character comes equipped with sustain and mobility abilities to catch up to enemies and stay in the fight for prolonged amounts of time. His weakness include lack of control effects to his opponents, so his focus is more on catching up than holding the enemy in place.

Weapon "Shotgun": Fat Scout is equipped with a Shotgun that fires 9 pellets in a small cone. This means that not every pellet is guaranteed to hit enemies at medium to long ranges.

Shots per second: 0,66 (Meaning 2 shots every 3 seconds)
Note: DPS at point blank is estimated to be ~71.
Ability 1 "Shout": Fat Scout shouts, gaining a +100 bullet shield and +1 weapon damage per 30 damage taken. (Damage affects each pellet for shotgun, meaning 1x9) (Bullet shield scales with spirit power)

Ability 2 "Boom Stick": Shoots the ground with the shotgun, creating a blast and launching Fat Scout into the air (in a 45 degree angle). The launch and landing deals spirit damage. (The damage scales with spirit power)
Note: At level 1 the ability deals 50 damage. If an enemy is hit by both the blast from the launch and the landing damage, they will take the 50 damage for each instance for a total of 100.

5: Colliding with an airborne enemydeals 200 spirit damage delivers a heavy melee strike and brings you both to the ground.
Ability 3 "Sandvich": Eats a healthy lunch, restoring 300 health. The effect is halved when used during combat. Can target ally to give them the heal instead. (Heal scales with spirit power)

Ability 4 "Heavy Weapons Guy": Fat Scout pulls out a Mini-Gun with unlimited ammo. Each bullet has low accuracy, making the weapon worse at long ranges. It fires 8 bullets per second and each bullet deals 20 damage (160 DPS at close range if all bullets land). Fat Scout moves 30% slower and cannot use Boom Stick while using this ability. Ability scales with weapon damage.

5: +600 bullet and spirit shield.
My own thoughts: I think this hero design allows for many approaches to different builds. You can take Point Blank and Close Quarters for maximizing your damage with your shotgun and ultimate. Alternatively you can also try to build vitality items for tankiness to get better effect from Shout. I also think there's room to play around with Extra & Superior Stamina for full air mobility using Boom Stick. Finally stacking Shout, Heavy Weapons Guy and Colossus can make for some impressive teamfights, where you get yourself in position with Boom Stick and then pop all three mentioned abilities to demolish your enemies. Despite the low weapon ammo, I don't think reload items are necessary as the Sandvich can be used to instantly reload your weapon during combat if levelled early.
The best way to combat Fat Scout is to avoid damaging him while he's using Shout. To this end, I think he should have an audio queue when he's using his ability, but his temporary bullet shield is also a telltale sign that you don't want to be needlessly harming him. He has little to no crowd control, so it is not difficult to avoid him.
