[Hero Concept] Dullahan

A Fate’s Tale:
Mortals souls require reaping regardless of the age. It is inescapable that everyone dies. The Irish speak of the Dullahan, a headless knight who rides a jet black horse. Those who are fated to die have a basin worth of blood thrown into their faces. Death is inevitable.

Unfortunately, after the Astral Gates opened, interest in the mystical swelled. Long proven stories of ghouls and ghosts turned from fear to intrigue. If there are mysteries untold on planes innumerable, what could be lurking in our own backyards? Seeing as Dullahans are harbingers of death, the researchers weren’t bringing magnifying glasses and peace offerings. The OSIC from America extradited a few unlucky wayward souls for research. Seeing how the occult worked was their job after all. Running with the cover story of criminality, they were kept in jails across the world for their numerous victims. Solitary confinement was mandatory for these nightmares.

Samuel wanted for very little, as he was often treated as an honored guest. He had 3 meals a day, running water and a place all to himself. His job was important but he was sure somebody else could cover his duties while he was away. Homesickness was an unfortunate side effect of his stay. In his dreams, the rolling plains and mountains of Ireland occupied his mind. Reminders of his homeland soon became longing for what once was. While there were generous patrons who were greatly interested in him, he could not betray his desire. One fortunate night when a prison escape occurred around him, Samuel had decided. He had all the time in the world, but one can only take so many needles before becoming impatient. Breaking out and wandering New York, he looked for a way to safely cross the seas and return to the place near and dear to his heart.

I imagine him to be startlingly casual with most people as he never really understood human relationships before or after his incarceration. He knows of Haze and broke out using one of Vyper’s prison riots as she is one to know. They would recognize each other (depends on how much pruno Vyper had) but only have a passing familiarity.

1- Blood Basin
Coat enemies in blood, granting allies damage amplification and lifesteal.

I imagine this to have similar scaling to Lash’s 3 where it scales its launch angle with spirit in addition to damage. Third tier allows for charges. Ability does not stack if used on the same target more than once.

2- Spirit Shackle
Tie an enemy to you, causing the both of you to be chained to a single spot, granting both of you bullet and spirit resist from non shackled foes. If you hit a wall instead, grapple towards it.

This is meant to encourage 1 v 1’s to help tie into the dullahan’s legend of killing only designated people while ensuring you can get into melee range.

3- Spirit Sword Infusion (name in progress)
Charge spirits into your sword, granting additional spirit damage for your bullets based on how long you charged the ability.

I wanted options for a hybrid build as well as an install-esque ability. Death was often unexpected, so remaining hidden works in the dullahan's favor.

4- Coiste Bodhar
Summon your spectral steed and rush forwards, stunning hit enemies.

This is basic but I figured this would be evocative of the legend and play into the rest of the kit, depending on which ability you use to engage in fights with. You can either use the shackle and then use this to get a guaranteed stun off or vice versa.

As for the gun, you could either have a regular rifle similar to how Talon's bow currently functions or have a sword that shoots out energy. Depends on how much you want to lean into a "modern" interpretation or a more historical one.
