This hero's closest comparison is grey talon but he's different enough to justify being his own character. I also think he'd be beginner friendly and easy to balance. And fun.

1. Cream Pie

Charges. Starts with 2.
Cooldown 20s
Time between charges 2s
Throw a pie that has a bullet sized hitbox in the middle that will deal bonus damage if it hits a headshot.
Damage 30 spirit scaling 1.
Crit damage 30 spirit scaling 0.6.
Upgrade 1. Damage +30
Upgrade 2. Charges +1. Gain 0.5 move speed for 5 seconds for every cream pie that hits a hero.
Upgrade 3. Throws a second cream pie 0.1 seconds after the first one.

2. Balloon Ride
Cooldown 35s
Duration 6 seconds
Continually float up at 1m/s. You can jump to increase height. Crouch to cancel. No limit on air dashes or air jumps for duration.
Every shot you land while flying increases your firerate by 6.5%.
Upgrade 1. You gain +2 stamina on activation.
Upgrade 2. cooldown -10s. Duration +2 seconds.
Upgrade 3. Firerate increase +3.5%.

3. Smell my flower
Cooldown 33s
Duration 3s.
Range 6m.
60 degree cone.
Spray a mist that forces enemy heroes to turn 180 degrees and have greatly enlarged head hitboxes.
head hitbox size +40%.
Deals 80 spirit damage. Scales 0.7 with spirit.
Upgrade 1. Movement slow 25%.
Upgrade 2. Head hitbox size +40%.
Upgrade 3. Cooldown -12s. Duration +1.5 seconds.

4. Clown Car
Cooldown 120s.
Click on a point on the map. A clown car falls from the sky and lands there.
Anyone on your team can get in the car by light meleeing it. The first person to get in is the driver.
The inhabitants are immune to damage while in the car.
The car has a hitbox in the back where the engine is for some reason. It has 200 bullet shield. Scales x2 with spirit.
if the bullet shield breaks the car is destroyed.
The car moves at 16m/s. with somewhat limited turnspeed.
If the car hits an enemy it deals 100 spirit damage and applies 50% moveslow for 2 seconds. Scales x1 with spirit.

When the car is destroyed a clown gets out of the car. he has 75% of your health and melee damage. He runs at the closest enemy and heavy melees repeatedly until his duration ends or he is killed.
Car duration if untouched 10s.
Car driving duration 5s.
If a duration ends the car is destroyed.
Clown duration 8 seconds.
Upgrade 1. +1 clowns.
Upgrade 2. Spirit scaling +2 for bullet shield. Spirit scaling +1 for collision damage.
Upgrade 3. Cooldown -40s. +1 clowns.
