Check to see what happens when you copy someone's build from a previous match for a hero other than the one you have selected in the Hideout and after that you find a match and when you want to buy something in that match all you get is the builds from the other hero, the one that you copied the build for. So you have to restart the game in order to be able to have the builds for the hero you are playing.
Example: I have selected Vindicta in the Hideout and also selected Vindicta for the game I'm queing. While I'm queuing I'm copying Viktor's build from a previous game from a player (using Create Build button when hovering over that player in the scoreboard). A match was found and I'm playing Vindicta. When I open the buy menu all the builds that I can access (Favourite builds or Public builds) are for Viktor.
The only fix I found is to just restart the game and reconnect.
