I don't have a very solid idea of the hero's kit, but I have a barebones idea of it. Overall idea is a character who uses verticality to achieve results, like Lash, but is also trying to maintain speed. This character would encourage players to pre-plan via climbing buildings or building items which allow them to gain vertical height they can then convert into speed. Obvious counter plays would be slowing hex, silence, etc:
Most unique ability is one which converts vertical distance to move speed, which then decays over time based on spirit power. This is basically Lash's ground strike but instead of damage it's move speed. Not a passive as I think that'd be too OP, but maybe it could be. I like the idea of having to time when you use it, in specific moments of high verticality, instead of just freely using it as a passive repeatedly.
Ability to convert speed into damage via a sort of horizontal slam (like Abrams' charge but based on speed)
Ability to switch move speeds with an enemy character and/or "steal" a percentage of enemy hero's speed.
Passive ability which scales damage with speed.
