There seems to be a bug where the game purposely will put someone in a match that specifically has the hero they want to play banned. Yet the bans you want never go through. The system is rigged towards putting ppl purposly in matches where their hero is banned to make it seem like the banning feature is working when infact it isnt. Just put me in a different match where my hero isnt banned. I shouldnt even be considered for that match.

More likely you play a character that has a 45% ban rate like Wraith or McGinnis, which means there are very few games for you to join. You have to understand, some of the characters already have a Pudge-like reputation where they're simply banned in half of all matches ever played.
