I think it would be interesting to be able to counter headshot builds with "helmet" items. Obviously headshots are hard to get and should be strong, but at the same time I've had this idea for a while and I think it's a shame to not have the "Crit Reduction" and "Crit Bonus Scale" stats be accessible in the shop.

Witchmail reduces a random ability cooldown from taking spirit damage, I think that chaotic element would make sense on Witch Hat in the form of imbuing a random ability as a reward for tanking all of that (albeit reduced) headshot damage.

Finesse Cowl is an item to buy if you have great aim of your own, allowing a 7 sec period of increased headshot damage (scaling based on how many stacks you've stored overtime from taking headshots).

Heavenly Helm is just as hard-counter as it gets for when the enemy Holliday is carrying, or you notice a lot of Headhunters / Crippling Headshots.
 
It's a good idea, I'd definitely like to see some kind of Helmet/Headshot reduction item, but I think it'd be better if it existed as some kind of barrier on a cooldown.

Like maybe an item that's like Weapon Shielding, where if you suffer a headshot you get a small barrier. (Although Weapon Shielding procs after the damage is taken, this hypothetical item's barrier would proc before, so the initial damage is blocked by the shield.)

Passive crit reduction is already a little controversial, but making them their own archetype with a dedicated slot because they're all icons of hats seems to be very excessive to me. Adding new slots reserved for special items because they share a theme is a slippery slope. Should boots also get their own feet slots? Spirit strike are brass knuckles, therefore we should be able to build two of them for each of the hand slots that we have now (four if you're playing wraith or mo & krill).

Actually, that last idea would be pretty kino. Not gonna lie.
