Healing Tempo inconsistently applies to heroes but not McGinnis turrets at times

For some reason, HP regen active items or abilities trigger the item on heroes but not on turrets at times. Clip below for proof.

However, McGinnis's T3 upgrade for Medicinal Specter makes it count for turrets. Keep in mind, any rank of Medicinal Specter counts for heroes already.
