No idea if I just never noticed this but Healing Booster seems to not be proccing on items and some abilities. Used Shiv 3, Infuser, and Mystic Reverb and still nothing.

Do you mean healing tempo?
Healing tempo's tooltip mentions it doesn't trigger on lifesteal, which includes revern and infuser
As for Shiv's 3, it's a bit of a grey area but you're not really healing anything, you're just cleansing upcoming damage.
