Headshot shred items don't seem to properly work on Neutrals

Apologies if the recording is a bit messy but here you can see me testing several items that have shred.
You can see that I am hitting headshots on the creeps and that those headshots deal more damage.
With weakening headshot however they do not get the shred debuff icon and they don't take extra damage. The same applies to crippling headshot.

When I buy Spirit Shredder Bullets you can see that Grey Talons arrows deal more damage, with Spirit Rend however, even after hitting several headshots, no further shred is applied. An item like Hollow Point however does properly shred the defense of the creeps.

Not a bug, it's intended behavior, read item description. At least for these items it's fully correct and clear why it works like this

I stand corrected as far as weakening and crippling headshot. Spirit Rend however says target, not heroes.
