Haze unable to use smoke bomb after unlocking 2nd AP upgrade until cooldown is over

If you use haze's smoke bomb, then upgrade it to its level 2 AP, you get the full cooldown instead of the charge cool down. This is despite having an extra charge from the 2nd upgrade.
