Having voice chat off by default isn't working.

As far as I can tell, I have my communications settings adjusted so that I shouldn't be hearing voice chat from anyone, but I can every game anyway. It's fine as long as I remember to mute everyone at the start, but if I forget I hear people being toxic to each other pretty quickly. Luckily nobody's been awful to me yet, but hopefully the setting to have VC off by default starts working soon.

I came here to report this exact issue. I unticked the voice-chat in settings yesterday as the toxicity was getting too much to keep it on but I can still hear people in games anyway so it didn't do anything.
