Having a controller plugged in at any time after launch breaks reloading/shooting

Not a high priority problem (you can always just launch the game without a controller plugged in), but I've accidentally launched this game a couple times with an Xbox-type controller. If at any point I had it plugged in after launching the game, even after disconnecting it, clicking will not shoot and will just do a bugged animation. Reloading is also not possible. The only fix is to relaunch the game with a controller unplugged.

Figured it's worth knowing about and resolving even though it's easily avoidable.
 
This is now more dramatic, when I launched with a controller plugged in after this latest update, I had model graphics issues, and was stuck firing until I used my 3 or 4 ability, and couldn't use my 1 ability (GT). After using 3 or 4 ability (or an item) I would stop auto firing, and could use all of my abilities, but couldn't shoot until I toggled menu, at which point I would be stuck firing again.

This persisted with fire unbound, and with glyphs set to keyboard mouse only. Restarting with the controller still plugged in did not fix it, but after unplugging the controller and restarting again, it was fixed. (note, my controller is not xbox, it is third party guikit kong pro, similar to irover's bug report about breaking after launching with a controller layout that uses a custom action set layer (which I assume my controller does, as it can switch between XBox, Switch, Android/IOs, and Playstation.
