He used to be a great war veteran and commando, but the power shift of the occult coming into play retired him early. Without benefits, he has some grievances to take up to the patron and restore his prestige.
He wields multiple weapons you can switch between granting a different 1 ability for each.
Gun (primary fire) - automatic SMG (could be based off Tommy gun or even ppsh/uzi if need to make it different from wraith)
- mag size of 25 and a DPS of 44
- low bullet growth scaling
1 - Passive Reload (when not toggling 2, 3, or 4)
- automatically reloads non-ultimate weapons (2 and 3) when you empty your primary fire magazine
- t1
- t2 grants reloading primary fire in background while toggling 2, 3, or 4
- t3 grants extra ammo to primary fire (+25) and 3 (+5)
2 - Toggle double-barreled shotgun that scales with weapon damage (ammo count: 2)
- the 1 ability when toggling 2 on is a big blast that sends you and whoever is caught in the fire back from the blast (opposite direction)
- t3 of this ability grants a stun or a big slow (80%) if enemy is hit against a wall
3 - Toggle bayonet sniper rifle (e.g. kar98k or something) that scales with weapon damage
- low falloff damage and high damage per bullet
- passive where holding m2 scopes in
- the 1 ability is a ability that utilizes the bayonet to charge forward and damage (damage scales with spirit)
- t2 for this 1 reduces cd
- t3 for this 1 drags someone with your charge and immobilizes them against a wall (knife effect like shiv can be displayed there)
4 - Flamethrower ultimate toggle that has its DPS scale with spirit
- has an ammo count of 100 and each "bullet" passively recovers over time
- special effect of applying a DoT when hitting someone with the flamethrower
- close range cone attack
- 120 DPS with good spirit scaling (1.2) and DoT of 40 with spirit scaling of (0.7)
- t1 adds 30 DPS
- t2 reduces the passive CD regeneration of its ammo
- t3 increases the range of the flame by 20m
- the 1 of this ability is a channeled ability to sweep in front of you and put down trails that apply the DoT

This may not be the most balanced thing, but I think a hero with a kind of complex yet unique kit would be very fun. The general idea of having toggles that give a different ability on a key could give some variation and interesting gameplay.
 
But can we really pass up the opportunity to play as 3 kobolds in a trench coat?
The key aesthetic is the trench coat where various weapons can be pulled out of. Three little guys making up the trench coat guy would be a fun concept too. Maybe they are impersonating such an agent…
