passive: having all abilities (not items!) simultaneously at cooldown, grants the holder a buff:
1. 15% multiplicative increase to all damage dealt to enemies
2. 15% multiplicative durability increase to all damage sources taken
3. a fading 70% resist to slow (both attack and movement speed)
4. gain 3 stamina charges (can overflow current max capacity)
duration: 10 sec.
cd: 50 sec.
stats:
+8% to cooldowns (debuff)
+200 health
reasoning:
I think its a good acquisition for any hero that wants to have an extra impact in the fights. Having multiplicative buffs to damage and resist means that it will be more valuable as mid-to-late game option. its not gonna be OP without a good foundation of supporting items. 50 sec cooldown means that it wont probably proc 2 times a single fight, but small enough to not have to wait for it between fights. cooldowns increase means that it be less good for caster heroes and i want to make it a feature.
trivia:
1. probably a 3k item as stats suggest. could be a 6k item.
2. all numbers are subject to change.
3. core concept: triggered while last ability not on cooldown is used. it wont trigger by itself if all abilities were already in cooldown. ability charges dont have to be depleted to trigger the effect.
4. i dont have much reasoning for it to be a gun item. it could be practically any i guess.
5. a whole body visual effect should accompany the buff. something like orangy coloration and or steam effect from the skin.
6. I didnt brainstorm who will or will not want to buy this item. I think someone like Pocket or Paradox will like this item. Alternatively, not as good on Geist, Shiv, Talon, etc whose ults are situationally used. and while those could simply be already on cd, there will still be some situations, where it will require a suboptimal use of abilities to trigger an effect.
in the past week i deleted the game two times and while i want to play again, i acquired very bad mental state: i want to regain my ranks, but every time my efforts are not rewarded or what worse, i actually play bad, it deprives my sanity and reminds me of countless hours i wasted on dota grind where my skill stagnated for several years.
