Guided Owl not killings below 22% vs Viscous

Pretty straight forward, not sure if this is intentional or not but it seems like either Viscous ultimate or Guided Owl should be reworded if it is intentional because the 22% threshold does not work when Viscous is in Goo Ball.

Got him to 45 HP with an HP pool of 2463 (under 2.2% let alone 22%)

to add to this, it doesn't seem to kill vs any hero. complete waste of 5 ability points
