Grey Talon Spiral Overflow item cool time reduction effect bug

Hello, I'm reporting a bug about the application of the newly patched spiral overflow item cool time reduction effect. In Gray Talon's skill 1 arrow effect, it was found that the cool time did not decrease when the spiral overflow item was activated. I don't know what mechanism it is, but when the spiral overflow effect is activated as shown in the video, the cool time does not decrease, and when there are more than two charging stacks, the cool time to prevent continuous launches (4 seconds) is reduced. The reason I reported it as a bug is that the cool time mark is written next to the picture that goes back to the clock in Talon's other skills
In the case of the arrow of power, I found out that it was a bug because I saw the number on the energy-shaped picture decreasing rather than decreasing the number next to the cool-time picture. In addition, when I purchased a transcendent cool-down item, I saw that the cool-down was normally reduced and displayed, so I decided to report it after seeing that the concept of cool-down reduction of skill number 1 was set to be 17 seconds.
 
Adding in that this doesn't work on other characters. Tried both Mirage & Warden in Hideout, then Warden in Explore NYC mode. Shot infernus bot, no CDR applied, only spirit power and fire rate. Seems the item itself is bugged or they never added in the 20% CDR effect.

Adding in that this doesn't work on other characters
From what I can tell it does give you cooldown reduction but it just doesn't list it on the tooltip actively


if your ult is on cooldown for example 100 seconds when this proc's the ult losses 20 seconds of its cooldown
and if you proc an ability that has a 100 second cooldown while you have this buff it starts at 80 seconds
the issue is I believe that the 20% cooldown isn't shown in the tooltips or its hidden intentionally.

However grey talons example is an issue, if one or your charges is recovering already it will take the full duration if it was shot before spiritual overflow, the cooldown reduction however does apply if the charge is shot AFTER spiritual overflow

I believe this is a bug or intended mechanic possible with charges interacting with dynamic cooldown reduction

I did the testing and if you shoot an arrow before overflow and then get overflow any cooldown of charges after the first "slow" one will operate at the additional 20% cdr

so think of the cooldown of the charges functioning as a snap shot of your cdr when their cooldown begins

Can confirm on Mirage that while spiritual overflow may not be showing the cooldown reduction on any of the tooltips, it is reducing the cooldowns when proc'd. Tested Djinn's mark's with a metronome and confirmed the refresh was happening sooner with only spiritual overflow purchased.

Additionally, I have confirmed that the same bug occurs with Vindicta's ultimate skill and Vyper's 1st dagger skill.
