While scouting for good spots to hide her Borrowed Decree in exploration, I discovered a promising room overlooking the towers outside of the blue base. However, regardless of where you place the tombstone in this room, they are unable to exit. This includes in the windowsills, and on the top of the stone awning by the police station jump-pad entrance to the room.
