Glow in front of shop is unusually bright after game is out of focus

I left the game open in the background for a while (~1 hour). When I came back, the glow in front of the shop was MUCH brighter than normal, before returning to normal after a few seconds. Video settings are in the uploaded image. The video starts right when I switched back to the game.
