This has been a bug I've encountered on and off again across several months now. The game seems to mistakenly believe you're holding a button that you're no longer holding, creating some issues until it either resolves randomly on its own or you restart the game.
The most common issue seems to be with ALT. When it happens with ALT, even if the ability upgrade UI is closed, you will be unable to use the ability keys as the game thinks you're trying to upgrade an ability. Recently I've had it happen with TAB as well, forcing the expanded HUD UI to remain on screen.
